Analytical Survey of the Belarusian Non-Governmental Organisations Database

Dynamics of Belarusian NGOs Fields of Activity in 1998-2003

Belarusian National Non-Governmental Organization “United Way” has been collecting the data bases of Belarusian NGOs since 1995.

The data classification of NGOs in 1998, 2000 and 2003 differs, however, the basic indicators are identical that let us conduct a comparative analysis on priorities of NGOs’ activities in Belarus. Thus, unlike 2003, in 1998 such field of activity as charity was not singled out.

In 1998 there were NGOs with publishing activity as one of the basic goals. Although the number of those NGOs was not so great (only 28 organizations). In 2003, and in 2000, the share of this field of activity became so insignificant, that it was not singled out.

In 1998 the priority fields of Belarusian NGOs’ activities were:

Chernobyl (20,8%);

National Minorities (15,4%);

Sports (15,4%);

Health (11,4%);

Arts and Culture (10,8%).

In 2003 the accent in activity was made on social protection and rehabilitation (22,9%). The field “Sports, Rest, Tourism” became more numerous. It is very important to note that the field “Education” has got a priority. If in 1998 only 9,7% of the total number of NGOs worked in this field, in 2003 they made up 17,4%.

We should note in particular the development of charities, i.e. free of charge services for public benefit, as a whole, or in narrow sense for assistance to needy people. In 2003 the number of professional NGOs grew twice as much in comparison with 1998. The number of NGOs working in the field of Arts and Culture has increased a little. The number of organizations dealing with Chernobyl problems has considerably decreased, almost 5 times less.

The submitted data are designed on the basis of a database of the Belarusian NGO “United Way” (as of September 2003, data on Minsk of July 2003)

The number of NGOs increased more than twice during the period of February 1, 1997 – February 1, 1998.

According to data of the Ministry of Justice RB, 1 164 national and international NGOs, and 1 269 local NGOs had to undergo re-registration in the beginning of 1999.

1 537 NGOs applied to recording agencies for re-registration. 1 326 NGOs have been re-registered. As of June 2000, 1 919 NGOs including their branches and unions provided “United Way Belarus” with their information. By June 2000 the number of NGOs decreased 24,4% compared to the beginning of February 1998. During the next few years the number of NGOs increased on 43,8% (October 1, 2002), that exceeded the level of 1998 on 8,7%.

According to the presented dynamics, the greatest increase in number of NGOs is seen in Minsk region and Vitebsk region (1,9 and 1,8 times accordingly). In Minsk and Minsk region the number increased 1.5 times in total, which corresponds to the change of number of NGOs in Belarus as a whole.
