In 1999, a general re-registration of Belarusian NGOs was conducted. 179 NGOs were re-registered by the Minsk Justice Department Executive Committee as having local legal status – that is to say 14.11% of all local Belarusian NGOs were subject to re-registration.
If an NGO introduces changes to its charter it is obliged to re-register itself. So, after the general re-registration of 1999, from 2000 to 2001, 31 local NGOs in Minsk underwent a secondary re-registration for this reason.
In 2000, 66 local NGOs whose head offices are located in Minsk were registered/re-registered. In 2001, 48 such NGOs were registered/re-registered and in 2002, 47 of them were registered/re-registered. In 2003, 24 Minsk-based local NGOs underwent the registration (or re-registration) procedure. According to the data from the Justice Department of Minsk City Executive Committee in the period from August 2002 until July 2003, 41 NGOs have been registered and 23 branches of NGOs have been registered. The names of 5 of those registered NGOs contain the word: “youth”. These NGOs represent no fewer than 2/3 of all participants under the age of 31, are specifically interested in youth and whose chartered goal is to provide for the successful upbringing and development of children and young people.
Information from the Minsk Justice Department Executive Committee explains the decrease of NGOs. In 2000, 2 NGOs closed down on their own accord. They were: the Club: “Kuzar” and the Coordinating Bureau of International Scientific Projects “Interproject”. In 2001, one NGO closed down on its own accord (The Motor Enthusiasts’ Society “Zvyozdochka”) and one was closed by Minsk City Court (the town-based NGO: “For Road Traffic Safety”. In 2002, one NGO closed itself (The Officers’ Club of the Main Military Clinical Hospital #432: “Pulse”).
