The conception of the first BPU chairman Tadevush Gavin was close cooperation with Belarus independent society, including political parties. Kruchkouski refused to contact with independent non-governmental organisations, but maintained close relations with the Belarusian authorities. The conception of Agelica Boris, who is a teacher by profession, accentuated the social and cultural essence of BPU. In her opinion, the Union should refrain from political processes.
