Sergey Drozdovsky: Maximum possible help to persons with mental disabilities in Belarus is a nursing home

Presentation of study carried out in September-November 2016 by Lithuanian and Belarusian experts was held on 28 June in Minsk.

According to the Ministry of Public Health, the number of patients with mental disabilities subject to mandatory outpatient observation grew in the period from 2000 to 2015 by 39% and made 18071 persons or 190.4 patiens per 1000 thousand of population.

Sergey Drozdovsky, coordinator of the Office for the Rights of Persons with Disabilities, drew attention to the fact that  in Belarus and CIS-states the poliсy of medical treatment of such people differs from the European approach. Medical and social services are targeted at placing such persons in nurcing homes, while in Europe the process of deinstitutionalization takes place.
